A useful assessment describes existing conditions, identifies potential impacts, compares alternatives and sets out practical measures to avoid, reduce or manage harm.

- ✓What could change during construction and operation?
- ✓Which alternatives reduce risk?
- ✓How will commitments be monitored and reported?
Why timing matters
Starting after the design is fixed limits the options available. Early assessment allows environmental findings to shape layout, drainage, access, technology and scheduling while changes are still affordable.
The strongest EIA is a planning tool, not simply a document produced at the end of planning.
